OTTAWA – B’nai Brith Canada is urging the Federal Government to act against an extremist network directing its followers to attack businesses around the world.
The group, called “Palestine Action – Canada,” published a “target map” identifying numerous institutions in Canada, Europe and the United States purported to have links to Israel or its military. Clicking on a location directs readers to an “underground manual” containing instructions for plotting what it describes as “direct action.” Examples include advice to develop small “cells” to perpetrate property damage, in addition to guidance on avoiding law enforcement and destroying evidence of criminal misconduct.
“The manual offers operational guidance for terroristic anarchy,” said Richard Robertson, B’nai Brith Canada’s Director of Research and Advocacy. “By promoting this manual and identifying specific targets, Palestine Action is inciting its followers to commit criminal acts in furtherance of its radical ideology.”
B’nai Brith Canada has alerted law enforcement and national security agencies, as well as international partners.
Robertson added that the reasons Palestine Action has given for targeting specific companies reflects a conspiratorial logic that has become a feature of radicalization and extremism across the political spectrum.
“Canada must treat transnational extremism as a national security threat,” he said, noting that B’nai Brith Canada’s Annual Audit of Antisemitic Incidents for the year 2025 identified online radicalization, particularly among youth, as a major driver of the surge in hate targeting Canada’s Jewish community.
“Palestine Action is an example of how extremist movements use digital platforms to weaponize propaganda into acts of intimidation and criminal conduct,” he said. “Publishing target maps, circulating manuals for unlawful activity, and encouraging people to organize in secret cells is akin to the tactics of terrorist entities.”
“It is a deliberate attempt to normalize criminal extremism. The conduct promoted in Palestine Action’s materials constitutes a serious risk to Canadian society.”
A British entity operating under the same label, Palestine Action – UK, has instigated a series of attacks on facilities associated with companies involved in manufacturing, shipping, and other industries since about 2023.
During one 2024 incident, an alleged member of Palestine Action is reported to have used a sledgehammer to assault a police officer while the group was raiding an Elbit Systems warehouse. Other incidents have produced significant damage to property and injuries. As a result, during 2025, the United Kingdom proscribed Palestine Action as a terrorist organization. Criminal proceedings are ongoing against several of its alleged members.
Robertson said B’nai Brith would be contacting Gary Anandasangaree, Canada’s Minister of Public Safety, to urge Canada to follow the U.K.’s lead in designating Palestine Action as a terrorist organization.
